Question Details: If I have a homestay student and the homestay student either damages my property or steals from me does insurance cover it? If not, what remedies do I have and how can I protect my property? Are the schools liable at all?

First, whether your insurance covers it or not will depend on your insurance contract. You need to check your insurance contract, and perhaps call your insurance company.
If theft occurs you can of course make a complaint to Police.
It is unlikely that the school will take responsibility, but it depends on your agreement with the school. Check any agreement you have made with them. If it does not mention liability, then it will be very difficult to hold the school liable.
You may be able to get some compensation from the student themselves, by taking them to the Disputes Tribunal if you can prove they damaged or stole your property.
