No, you do not have to have fire insurance in order to rent a property, but it is a good idea. Your legal obligations as a tenant are listed in section 40 of the Residential Tenancies Act 1986: www.legislation.govt.nz. The landlord's responsibilities can be found in section 45 of that Act: www.legislation.govt.nz.
This link www.dbh.govt.nz has information about what kinds of insurance it is recommended for a tenant to have. It explains that you might choose to get contents insurance with cover for careless damage caused by you or your guests or flatmates (including fire damage).
