Question Details: I have been asked to fill in a form as part of an application for a job which requires me to answer the question of whether I have ever laid a complaint (a personal grievance) against my employer. The form does not require me to state the details or outcome. Can the prospective employer ask me that?

Yes, they can ask you that. If you answer "yes" to that question, you might choose to provide some more information if you think it will be helpful to your application.
